Is it possible to use without phone carrier service?

Is it feasible to get a phone without activated phone service and use in car with AA?
Thinking could load music, maps, etc in house through wi-fi. Then just leave phone in car, of course not getting phone calls or texts.
Related, does it have to eat up data minutes?

AA is for texts, Pandora and gps. Needs data for that. If you just need mp3s you can just put your extra phone in the car and use usb option. Don't need AA
