Say I have a Verizon phone and want to transfer my number and service to Sprint will I be charge an early termination fee if I'm under contract

Yes, you're terminating your contract with VZW and starting a new one with Sprint. Sometimes the new carrier will absorb the costs, it doesn't hurt to ask the Sprint rep if there's anything they can do about the ETF. VZW does pro-rate the ETF so if you're a year into a two year contract you won't owe the full amount.
