Not recieving notifications from apps

I just samsung galaxy s4 for at&t and i have it updated to the current software or whatever it is and im not recieving any notifications for many of the apps, i have the notifications turned on in app manager and in app notification set up and in sounds and notifications i have everything set up, and i still dont recieve anything from the app, when i do idk what else i should do ?

Just a shot in the dark: any new apps installed that may be causing this? Have you tried a restart and/or a reboot into Safe Mode?
