Only allowing Android Pay to allow purchases upon unlocking?

I've got a Nexus 5X on Android 7. I really like Android Pay but what I don't like is that small payments (in the UK it is under £30) can be made without unlocking the device. This means that if I lost my phone, then someone would be able to make purchases just by waking up the phone even if they don't bypass the lock screen. It takes less than a second for me to unlock the device with the fingerprint reader so I wish there was a setting that allowed me to ensure the phone is unlocked for all payments.

Is there an option I'm missing for this?

I don't see an option for that... but you can keep NFC off and only use that when you're going to pay. Not sure if that's how it works on a Nexus, but on Samsung devices that I can recall, you need to unlock the phone to enable/disable radios.
