When the flaws of android 9 will be repaired?

Since you haven't mentioned your device, all I can do is to move this Android 9, rather than a specific device forum, which I think would have been better.

I am on Android 9 and I have nothing of what you mentioned. Maybe you need to reset your phone or something.

With Play.

The previous versions of Android had nothing of the mentioned, plus there was a possibility to avoid launching of unnecessary apps.

You don't have to launch apps you don't want to launch in Pie either.
