Can someone tell me about the read only security of the Android OS from 4.2 and up?

Hello I am new to the mobile development world and I would like to know more about the read only securities of the Android OS. What access will it allow a developer and will it allow an application to make changes to the mobile device.

It is actually, AFAIK, present in KK and up. Many custom ROMs have this issue patched. As of Marshmallow, you can configure your app to ask for the user to grant access to the SD card.
