Welcome to Android Central! Which phone? If the phone came with it, there often isn't a way to uninstall it completely. You might be able to Disable it in the Settings>Apps​ menu.

Samsung Briefing is a preinstalled app that is basically Samsung's version of Flipboard.

I disabled Samsung Briefing, since I had a Flipboard account for many years prior to having a Samsung phone.
