Can I Export Play Apps to a Different Device?

Ok, so I have 2 tablets, the newest just acquired:
- older: Samsung Tab E/LTE, 2016; CPU=Exynos 3 Quad 3475 ARMv7, 32-bit; OS=Android v7.1.1
- newer: Samsung Tab A/LTE, 2018; CPU=Cortex-A53, ARMv8-A 64-bit, 64-bit; OS=Android v9

I mainly use it as a WiFi AP for the LTE data but would like to set it up to be a little more useful, WITHOUT signing up for google for *that* particular device.

So to that end I seek to be able to create a gmail account, sign-up with PlayStore, use OLDER to DL apps I like and then offline install them onto NEWER.

Based on the HW & OS I've indicated for the two devices I'll be using, will I be able to so do?

When I transferred from the S8+ to Note 9, I used Samsung Smart Switch to export my data and apps. Even the paid version of Angry Birds Star Wars, which isn't available in the app store, and not "supported" by later devices transferred and works perfectly.

I'd have to say that BergerKing's experience is probably unique in that he had apps that worked that weren't available on the device he transferred them to. Otherwise as long as you log in to the device with the same Gmail as you used to download the app everything should appear in your app history. You can manually edit your app history but aside from manually deleting apps from there, every app you've ever installed will appear in the list. Even apps you just tried and uninstalled after a minute or two. I was also going to say, they may not all be compatible with the new device, except BK seems to be an exception, but they will all remain on your account until removed.

Welcome to Android Central! Is there a reason you don't want to log into the newer tablet with your Google account?

I suppose you could use Apk Extractor on the apps on the older tablet, then transfer the apk file to the newer tablet and install it there. Bear in mind that apps that are compatible with the older tablet might not be entirely compatible with the newer tablet.
 
Say you made a new account for the new tablet you can later add the account from oler tablet and use whatever app from either account and download to new tablet ..
