I'm bringing my on phone to qlink . Does it have to be active to switch?

That somewhat depends on if it's already unlocked, if it's carrier-locked by your current carrier. If it is carrier locked you need to be sure to have the phone unlocked by your current carrier prior to terminating your service with them.
