how to reprogramme a phone

That depends on the way in which it's crashing.

What device is this? Some manufacturers have the tools and the files readily available for re-flashing the firmware, others not so much. Also note that re-flashing the firmware is not without risk (even when working with the manufacturer-supplied files), definitely have a backup of any data. Also, if you're going to go that far, just try doing a factory reset first.

That depends on which phone it is, and which symptoms it's experiencing. Some may just need a reboot, others a factory reset. In some extreme cases, re-flashing the entire OS from scratch is needed. If it's only one app causing a problem, that would have different steps to address it. If it's a hardware fault, then it will require a physical repair.
