    It probably not a option on android 8 but in the pull down notifications panel see if you have a toggle ?

    You may be right about not being able to change it on Android 8. However, I kept looking for a solution and found that if I open each note/file individually and select "EDIT" then "BACKGROUND COLOUR" and choose white or a lighter colour, the background colour of that note/file will change to the new colour choice. This works as well if creating a new note/file. Even though the background on the Samsung Notes home-screen remains dark, my notes are now black on white.
