How can i fix couldn't sign in problem communicating with google servers try again again later.

I just bought my phone few days ago an when I try to create a google account via play store I keep getting the error problem communicating with google servers try again again later. I tried to clear cache and data of Google play store and google play services no luck .I tried doing a factory data reset still no luck so how can I fix this problem.

Can you go in settings >accounts and add there ?
