How do I get phone out of development mode, it’s off and just lit up??

[Android Central Question]

I was hacked, my friend tried to do the development mode but then it shut off. Now it comes on, asks for password then just sits there lit up. Won’t respond at all.

Welcome to Android Central! What do you mean "lit up"? Are you able to enter your password, or are you saying your password doesn't work (or that you forgot your password)?
