I'd actually suspect the phone rather than the wi-fi network, because it doesn't make sense for the system to report that the CaptivePortalLogin app is having a problem but not showing it in the system app list.

So everything all good nowActually I take that back. I got it to work it just took some jumping around with the mobile data but the portal showed up. Nothing changed as far as the app showing though. Thank you guys!
