Android apps running when turned off.

Why do built-in apps run when app is turned off in settings?
Like:
AOD, Beam, Smart Share, NFC, Wi-Fi calling...
Can they be stymied/stopped?

Welcome to Android Central! If you're just Force Stopping them, they'll restart. Remember, apps that are cached in RAM typically aren't actively "running" -- they're essentially paused, and ready to become active again when you need them. I recommend not trying to micromanage your system apps.
