I recently moved from a Samsung Galaxy J7 V to a Motorola moto g stylus.
On the Samsung I had Google voice set up to "Ask each time you make a call" which worked as expected. Initiate a call; a box pops up asking if you want to use the Google voice number, or the Carrier number; you make your choice; dialing begins.
On the Motorola I have the same Google voice set up, but the following happens. Initiate a call; DIALING BEGINS; a box pops up asking if you want to use the Google voice number, or the Carrier number; IF you make a choice, a second call is started.
At one point, another message was popping up just after the Google "Ask" box appears to asking to continue using "Call Management" or Skype. I went to System>Apps and stopped "Call Management" (a system app), the message asking about it or Skype stopped.
