What exactly is not working perfectly? Are you unable to reach certain sites, or are you getting any specific errors? Have you tried a different browser such as Chrome or Firefox?

Welcome to Android Central! You need to be more specific First, which browser -- the Samsung Internet browser? Second -- what's the problem? Is it slow? Is it not bringing up web pages correctly (or at all)? Is it crashing and dumping you back to the homescreen?
The SGH-i727 is the Galaxy S II Skyrocket, which is NINE years old (in tech years, that's about 99:p). So it's almost certain that the phone's browser (and the rest of the system) is woefully out of date, and can't access much of the web anyway. Get a newer phone.
