Can I put htc desire software on a newer android?

Put htc launcher and htc sence on a upto date android the original weather animations and all?

If you can find the APK to install them you could certainly try. Often that kind of stuff is designed in such a way that it won't work on anything except the devices for which they were designed. Additionally - if HTC hasn't been keeping up with OS changes there are going to be a lot of other things that don't work.

Can't put HTC software on another android, it's launchers are specific to its phone so that won't either.

You can use an app like Apk Extractor to create an apk file for the launcher, then copy that file to the newer phone and install it. (Sense is part of the launcher.) The weather animations would be part of the weather app - but you can make an apk of that as well. (Most launchers, and just about all weather apps, will work on other phones. They may not have all the features on another phone. (As an example, the Pixels have edge squeeze hardware, and that can be mapped to, say, the Google app. You can't do that on a phone without the edge squeeze hardware.)
