How do I fix Internet failed to load

I have the Walmart family wireless service through T-Mobile and I use an LG Stylo 5 and when I try to open account downloader it gives me that error message

Welcome to Android Central! What account downloader are you referring to? Is this an app you have to install from the Play Store? Or is it preinstalled on the phone?
