Why is it every time I open my Google Play store it says "No results found"?

Every time I open my play store it says that I have tried restarting my phone and clearing the data and cache but it doesn't work.

Welcome to Android Central! What country are you in? Was the phone intended for that country?

Also you say this in a way that makes it sound like perhaps it's never worked.
Did it work before on this device and stop working?
Is your device logged into your Google account that you normally use for the Play Store and other Google services?
Are you experiencing issues with any other Google services? Drive, photos, voice?
