What is sprint DM and what does it do

Welcome to Android Central! "DM" typically means Download Manager. It's not unusual for phones to have preinstalled system apps specific to the major carriers, even if you didn't get the phone from that carrier or aren't even using the phone on that carrier. I believe it's to allow phones to be easily changed between carrier networks.

Sprint DM would be a legacy process that came pre-installed with Sprint branded phones. You'll probably be unable to Uninstall the app but should be able to at least Disable it if you look in your Settings >> Apps menu (on some phones you'll need to look at 'System' processes).
The issue being Sprint was bought out by T-Mobile last year and has since been slowly taking over Sprint's cellular network. At this point it's mostly gone or has been integrated into T-Mobile's cellular network. Who is your current carrier? You might have already been notified about all the internal changes, and perhaps sent to new SIM card. The changeover might even nullify existing Sprint utilities on your phone anyway.
