Welcome to Android Central! Do you mean that you want to carrier unlock a phone you got from Q Link so that you can use it on another carrier? Or that there's a SIM lock on the Q Link SIM card you put in your phone? Or that you forgot your unlock PIN/password/pattern for your Q Link phone?

Q Link being a U.S. government assistance service, if you obtained your phone through them it's going to be carrier-locked, branded model so 'unlocking' it will be quite involved. Look to buying a different phone.

If you originally used your own phone and simply signed up to use Q Link for whatever reasons, than your phone must have been carrier unlocked so it should just be a matter of exchanging the Q Link SIM card with the card from your new chosen carrier.
