    I bought a phone form ebay seller and I found it locked for using outside US. I hear, if I root it the network will accept any SIM card. Is that correct? If yes, what Software/program I can use to root it?

    Where did you hear that? Rooting does not remove a carrier lock, if that’s what you mean.

    Welcome to Android Central! It sounds like you're asking if you can change the network bands the phone supports so that it will work on your network. The answer is no -- that's baked into the hardware.

    But when I install my SIM card and make a call it takes around 1 minute to ring.

    From what I can tell, the KM500MM is the Metro by T-Mobile variant: https://www.lg.com/us/cell-phones/lg...-tmobile-k51./ Even if it's unlocked, you'd have to make sure it supports the bands that your current carrier uses. If it only supports one or two of the bands, your reception might not be great.

    When you insert your SIM, does it actually show the proper carrier?

    Yes, it says unlocked and international but I've read conflicting answers about exactly what that means. It also says returns not accepted, then says that there is a 15% restocking fee for returns. It advises buyers to check first with their carrier: did you?

    The one came with the phone is "Metro". This SIM I don't know anything about it.

    Ooredoo uses 4G bands 3, 7, and 20. If you look at the supported bands in this spec sheet (https://www.lg.com/us/support/produc...20Sheet_R7.pdf), you'll see that those fall under the "Roaming Bands" section. I'm actually not sure what that means, but it does suggest that these are not the primary bands that the phone uses, and therefore might lead to reception issues.
