Updates uninstalled, cache/data for voice command and cache partition wiped, safe mode done too and also removed the SD card and put it back in.
Google play services cleared cache and forced it to stop.

Did you reset with the SD card out, and not reinserted after the reset? The card may be causing some problem.

I mentioned Developer Options, which is in Settings, earlier, because under certain circumstances, which I cannot recall, one of the options can cause the trouble you describe.

Just tried resetting the phone without the SD card and did not reinsert it after the reset but problem is still there.
As for the Developper options it's switched off.

I watched videos on Youtube and people who reset the phone have to choose the language and set up as new... My phone just starts up like usual (with my problem of course!) but is this normal? Seems like it hasn't been reset ??

A-ha! So this sounds like a Huawei knockoff/clone phone, like you can find on various sites like Wish and Joom. All bets are off with these generally terrible devices. You can't trust anything they say in their advertisements because they lie through their teeth, and even the devices are programmed to fool a lot of benchmark apps into thinking their specs are higher than they really are. Check out Smoorez's YouTube channel -- he likes to get cheap knockoff phones and show what they're really running. Here's one where he reviews another "P20 Pro":

What phone do you have?

Do you have a lock pattern set, if you swipe from the bottom what option does it give you? Usually swiping from the bottom even when using fingerprint the option appears to enter a swipe pattern.

Bueno y como todo samsung debería tener el menu donwload pero solo me envia directamente al menu recovery, queria cambiarle de finware de seguro en un celular chino que le pusieron el sistema de samsung c7....antes funcionaba normal pero por una actualizacion me empezo a aparecer ese error...yo queria reinstalar el sistema...pero no me permite hacer nada...algun dato?

Well, like all Samsung should have the donwload menu but it only sends me directly to the recovery menu, I wanted to change the insurance finware on a Chinese cell phone that they put the samsung c7 system ... before it worked normal but for an update it started me to appear that error ... I wanted to reinstall the system ... but it does not allow me to do anything ... any data?

Bienvenido a Android Central. Por lo que dices parece que el teléfono no es un Samsung original sino un clone que le pusieron una rom por encima. Me temo que el modo download de Samsung no va a poder funcionar. Ni idea de cuál puede ser el procedimiento para que vuelva a funcionar correctamente. Lo siento.
