Try forcing a shutdown by pressing and holding Power for about 30 seconds. Then try powering on to the Recovery Menu using the hardware keys: https://www.t-mobile.com/support/devices/android/google-pixel-4-xl/device-resets-google-pixel-4-xl If you're unable to even factory reset, then is it still under warranty? Welcome to Android Central! That doesn't sound good. Try forcing a shutdown by pressing and holding Power for about 30 seconds. This is the smaller Pixel 4, and not the 4 XL, right?
