Why am I being told I have no devices on the Google Play Store?

I am trying to download an app from the google play store on my device but I am getting;
"This Google account is not yet associated with a device. Please access the Play Store app on your device before installing apps"
or I am being told that I need to sign into google. I have checked multiple times that I do have my google account listed as a linked account in the device settings and am also signed into the same google account in the google play store.

Removing the account from the device then adding it again may help. Tell us if not.
