how to write an app that takes photos without saving and transferring photos to my PC?

i want to write a program that takes pictures but doesn't save them to my phone (to reduce transfer time) and transfer them to my PC using usb cable.

Well this brings up a pertinent question -- is your intention to have two separate photo libraries where one gets automatically synced to an online storage service and the other not, or is is a matter of you want to disable automatic syncing completely for your all your photos?
If the former you just need to set up a folder to store photos (use a typical file manager app would be the easiest), and be sure to NOT include that folder in any syncing service; if the latter, just go into the Settings menu and disable syncing for Photos (or if you're using a third-party solution, go into the settings/options menu of that app and disable syncing)
There shouldn't be a need to go into such elaborate measures to do what you're asking, try using the already existing, simpler controls.

Welcome to Android Central! Are you saying that the phone would be connected to the PC while taking the photo? Otherwise, the photo would have to be stored on the phone somewhere first before it got transferred.
