It's the kind of app you find when you get paranoid and start snooping around your phone for things you don't understand and ready to assume the worst.

Seriously, this is an LG system app, as you would've only found by selecting "show system apps" in your app manager. This is why those apps are not shown by default; they are named in a way that makes sense for developers, for developer use only. Do I know what it does? Not a clue, just as I don't have a clue what many of the obscure named system apps are. That doesn't mean I'm hacked.
