Where you purchased the device from ? Which carrier?

I don't know of any way to track the purchase history (unless you personally bought it from the original owner, who could tell you), nor can I think of any reason you would need to. As long as there isn't a carrier lock on the phone, you should be able to activate it with any carrier it is compatible with.

Sounds like we need more info on what the problem is.
