Can incoming calls be routed to a "mailbox full message" to avoid having to listen to voice mails sent by any caller? Or as a alternative block specific phone numbers by playing "mailbox full message" ?

Voicemails are stored, managed, and maintained on your carrier's servers. All your phone does is access your online account when you listen to the them.
But just to clarify, you're apparently trying to find a solution to still allow a specific phone number to be able to call you but just not have the ability to leave voicemails, yes?
Otherwise, just for context, blocking this phone number outright (no calls, no voicemails, no texting) isn't an option, or is it?
