Android phone keeps blinking blue light, and won't go to home screen, or settings just turns off

Had factory reset Android, want info back to delete Google account, password, etc phone keeps flickering blue light and can't get to settings, only shows a small arrow bottom left, center blank, icon figure person head, arms open thanks

First, why is it that you reset the phone, and why do you want to remove the account and security? This is not clear from your text.

Welcome to Android Central! What do you mean by "want info back to delete Google account"? Do you mean the phone is asking for the Google account associated with the phone in order to proceed, and you don't know the Google account? Or do you mean that you want to delete everything from the phone before getting rid of it?
