Are you asking how to get file transfer instead of charging when you connect the device to a PC USB port? If so, then you'll want to pull down the notification panel on the phone and tap so you get other options. Here's how it looks on my S10+ running Android 12.

OP might also be asking about the Battery Share feature for those phones that can charge another device by connecting via USB.

Which phone?
Try safe mode if it goes away ?
Make sure your usb port is clean?
