Why is my system UI recording?

I know that it is because I have a app that tells me every time that it does... It seems to be recording everyday at least 10 times a day.

Is this mystery app you speak of just notifying you that System UI is occurring or is it flagging it as a problem?
If the former, I'd just ignore it. System UI is integral to the Android operating system so if its popping on a regular basis that's not surprising. If the latter, uninstall that app as it's problematic and not actually helping you maintain your phone properly.

System UI used to be an option that a user could just enable so it was accessible by swiping down the Status bar. But in Google's infinite wisdom it eliminated the toggle to enable/disable its viewability, the gist being Google thought it best to limit options for the users to alter user interface options to the Settings menus. Not unlike the Developers Options menus, the System UI menu is always there, it's just a matter of toggling its visibility to the user one way or the other. You can still make it visible, it's just not as seamlessly easy as it used to be. Oddly Google has left the Developers Options menu to be a user accessible option if they care to.

I read the app description for Access Dots -- it lets the user know when any app is accessing the camera, microphone, or GPS. I believe the app is simply showing that SystemUI is accessing location (and not recording anything), which could be for many normal reasons (e.g., to make sure you're getting the correct time or weather). I would not worry about it.

Again, System UI is an integral service that runs within the Android operating system. There are literally dozens of apps/services/processes continuously running in the background so this is just one of many. Really, fixating on System UI isn't an issue. Ignore it and use your phone to just do stuff.

If you really can't get past its existence, back in earlier Android versions its System UI Tuner interface could be enabled by a user some phones:

I think the key thing to take away is that System UI isn't recording anything. What that app is detecting is almost certainly System UI accessing your location via GPS.

Welcome to the forums. There are different possibilities for the SystemUI showing up in that app and all of them are completely normal. A few examples could be face unlock, Assistant app, location refresh from a widget ... I wouldn't worry about that.
