Why is it that I cant enble my developer options it's telling to contact my admin and I don't know what it means

Welcome to Android Central! If you have a phone that is being supervised by an IT department, it's likely locked down to a certain extent to prevent you from changing some of the system settings. If you don't use the phone for work, then you presumably got this phone from someone else, and that person used it for work. There's not much you can do about that, unless you can somehow talk to the IT department that supervises the phone and ask them if they can remove the device management software that's on the phone.
