Why does google update my phone on my data while not on wifi even when I havent accepted the update?

I do not accept the update at all. I tell it to remind me later and it forces the update on MY DATA. Google is spending my money I pay at&t for data. I want my money paid back to me. It isnt their data, its mine. I bought it.

Welcome to Android Central! Which phone? Many phones won't let you put off an update forever -- ultimately, the update will be forced. Next time, accept the update while you're sure you're on wi-fi.

Also, unless you're talking about a Pixel phone, it's not Google that's forcing the update, it's the phone manufacturer (or possibly the AT&T).
