Need to Create Google Play Playlists or Categories

I have the Droid Razr, v. 4.1.2. I love my Google Music Player. But I'm having trouble creating music categories, or I guess the player calls them, "Playlists," right? You're supposed to be able to create new playlists by clicking the three-dot icon on the upper right hand side of an album. However, my menu only has "Add to Playlist," not "Create New Playlist." I want to create three categories or playlists on my player: AMBIENT, ROCK, CLASSICAL. I usually plug my phone directly into my computer, locate the "Music" folder, then just drag .mp3 album folders onto my phone, and this works great. I tried creating three folders, AMBIENT, ROCK, CLASSICAL as sub-directories for the main "Music" folder, but this did not create new categories as playlists. I just want to be able to shuffle music within any given category or playlist depending on my mood. Is it possible to do what I'm trying to do? If so, is there a way to do it by creating folders, then dragging and dropping? Thanks for the help!
 
Welcome to Android Central! If you're using Google Play Music on your phone, do the following:

1. Select the song or album that you want to add to a playlist.
2. Tap the menu button (the 3 vertical dot icon), then "Add to Playlist."
3. You should then see a list of your current playlists, as well as "New playlist" at the top.
4. If you want to create a new playlist, select "New playlist."
 
Okay, I finally found "New Playlist," thanks. But I have hundreds and hundreds of songs. Is there no way I can simply drag and drop them into folders by opening the hard drive window on my computer?
 
I find it easier in general to do it on the website on my computer.

Sorry--what I mean is that I have my entire music library uploaded to Google Music, and edit my playlists there. It's a little more tedious if you're trying to edit playlists on your phone using music saved locally.
