I want to know if an absolutely free voice-to-text transcription service is available in android. The note-taking app Google Keep offers that service but it can only be used to take a short message in a sentence or two. It assumes that the note is over the moment it notices a pause in the speech. However, my audio recordings are going to be kind of a diary note which can go on for, say, 20 mins and will be trailed with several pauses, and therefore this doesn't work. Is it possible to use the excellent google voice-to-text service for longer speech transcription?

Here's a thought--get a Google Voice number, then call that number and play the recording. Google Voice can transcribe your voice messages into text, so if it can transcribe your recordings well.
