Connecting to internet that is not my home Wi-Fi

[AC Question]

I can only connect to internet while in my home. I can see the the two arrows facing opposite directions showing me I have internet but how do you make it so the symbol turns into 3G showing I have internet access away from my house?

Welcome to Android Central! What phone are you using? What wireless service? Do you have a data plan? Make sure your mobile data is on by going to Settings>Data Usage​, tap Menu, then make sure Mobile Data is checked on.
