What were you doing when that happened? A regular boot up? Applying an update? Flashing a ROM?

    Did the phone reboot itself?

Any mods like root, custom recovery, custom kernel, Xposed framework?

If the phone wasn't modified and it just rebooted itself into a bootloop - or wouldn't boot from a normal power down... Try shutting it down and rebooting. If that is no good, try shutting it down and seeing if you can boot into the bootloader screen (volume down + power until the android robot show on the screen) and try a factory reset. WARNING: that will erase your data. If it does get your device working again, any backups you made can be applied.

You'll have to let us know more about the problem for a more specific solution...

Good advice. Also, try booting into Recovery Mode and wiping the cache partition, which won't erase personal data: Reset: Google Nexus 4 | T-Mobile Support
