Why this pop up?

I see this pop up regularly(restricted access change) in my phone, can anyone suggest how to resolve this I attach a screen shot*.

AFAIK, if you're allowed roaming and find yourself in an area of poor signal on the roam network, this comes up. Would that be it?

No I am in my home city but and connectivity is quite good too but still this shows.
