android MTK tablet low fps/not smooth enough

Hello.

Bought unbranded generic chinese 7" 1024x600 Android 4.2.2 tablet (phablet) on MTK 6572 Dual Core 1.0GHz. Everything fine except relatively low FPS on UI and games, about ~18-20 (fps meter shows 19), so it looks not smooth as I want. CPU usage when scrolling between 20-30%. Tried every build.prop tweaks found here and other forums, egl.cfg fix, flashed MIUI ROM with /system/lib/ replacement, set governor to performance with min frequency set to max - still no changes.

Android 4.2.2
SoC MTK6572
CPU ARMv7 Neon 2x1GHz
GPU Mali 400 MP

Any ideas how to make smooth? Replace drivers? I don't even know why and where FPS capped to ~20.

Welcome to Android Central! It's probably just the limitation of your tablet's underpowered hardware. A dual core 1 GHz CPU is pretty weak these days, and the Mali GPU is fairly dated as well.
 
Can this be checked somehow? Point me please where to see.

Couple days ago saw similar 2-3 years old Qualcomm-based tablet 600 or 800Mhz, not sure what GPU installed. UI smooth and flying like rocket, but laggy on web browsing.

So I'm a bit confused, experiencing almost no lags, only general FPS cap, equally when frequency set to lowest 598Mhz or max 1001Mhz with both cores enabled.
 
Further investigation revealed that screen refresh rate is fixed to 19.37Hz.

Googled a bit for any solution - nothing yet. Play Market has some "magic" gaming "FPS-unlocking" apps, but not working.

Has anyone solution/ideas how to change display refresh rate? My thoughts it is driver-level hardcoded, but how to change?

Help, I'm despaired. :(
 
BTW, mine is apparently quadcore (1.5x4) and 2gb ram but still even with no application loaded in ram, scrolling the main screen pages or applications pages are so sluggish,.
