Computer doesn't recognize Samsung S3 Android since update to 4.3

I can't get my Dell computer to recognize my Samsung S3 when the USB cable is connected. I have tried different ports, different cables, soft resets and reinstalling Samsung drivers. The error message says unrecognized device. When I go into control panel and right click the "unrecognized device" it says no driver is installed, but then when I click update it says, latest driver is already installed on your computer. I have spent WAY too much time on this. Bottom line, the phone does not appear as a drive and the icon on the phone doesn't come up. The USB icon came up when I plugged my phone into my husband's computer (He has the older driver) and he didn't upgrade his phone to 4.3. I also installed Kies 3 which doesn't recognize the device either.
