Using Nexus 7 as a phone with a data only plan

Does the Nexus 7 have the stock messaging app that comes with android phones (or is there a way to get it?) and can I use that app with google voice?
And also does it have the stock phone app that comes with android phones? (I do know I can use that with google voice.)
