Best rom friendly Smartphone under $200?

Hey guys, im currently using an HTC One m8, but im thinking about getting a secondary device to thinker with, i want to spend around $200 USD i mainly be using this phone to try out roms and use my secondary sim card, i was looking to get a Xiaomi Mi3, but it seems to be a little more expensive here in the US, i was also considering getting a used Nexus 4, what do you guys think would be a good option?
