Android Updates Rolled out in different countries at variying times

[AC Question]

I recently bought a Samsung Galxy Note 10.1 2014 Edition LTE Tablet, with Android Jellybean 4.3, and naturally I want to update to 4.4. I looked it up, but it seems the update isn't available in the country I'm currrently living in. But, I use the UI in English anyway, and I was wondering if I can get an update meant for any of the other countries, or if I can make Samsung think I'm somewhere else. I'm also planning to root, so I won't have a problem with an over technical solution. Thanks!
