Voice and Data Roaming will not turn off

I currently have a Droid RAZR Maxx HD running Android 4.4.2. Recently it has given me the "Voice and Data Roaming" notification. I have specifically turned off Roaming but it still is there. I have 3G/4G all the time and am on WiFi frequently. However when I try to send or receive and MMS it says I can't since data is roaming, even though I can clearly see that I am connected to a network. Any help with this would be very appreciated
