You don't have to use data but how easy it would be to get a plan that included zero data allowance I don't know. You'd better check with the networks.

If it's of any interest, on the 3 (UK) network, you can use pay-as-you-go and spend whatever credit you have in whatever way you like, which could include zero use of data if you wished.
