No notifications on 4g

Whenever I use 4g or 3g I can not get notifications from apps. I can't get things like score updates from sports center or instagram or anything of the sort. I don't have restrict background data on it anything. When I do get connected I get a barrage of notifications that I missed. Is there anything I can do?
Not sure if it changes anything but I'm on Verizon. Thank you!

Also on an S4 and having the same problem. Started after a number of updates yesterday morning. Wifi works fine, but it's like apps aren't syncing over broadband. I'm on a Verizon unlimited data plan, btw.
