S4 mini not receiving text notification sound

Ive had my phone for a few months. Shortly after buying it I noticed I was no longer receiving the notification sound for text messages. All other notifications are working fine. I use the stock messaging. I have checked my settings in messages as well as the sound under general settings. Both are set to receive notification. Additionally, The notification sound bar is turned all the up. Many forums seemed to link this problem with HANGOUTS. I have never used or linked my messaging with this app but uninstalled it just to be sure. This did not fix my problem. I do not have the blocking mode turned on. I am at a lose! Can someone please help?
