I think the title says it all:

I have a library of HD amazon video purchases. I'd like to have them on my phone. Is it even possible to make the amazon app play locally installed videos? Is it possible to do this through some amazon tool?

Welcome to Android Central! I believe you can use the new Amazon Prime Instant Video app, which was just recently released. I think it's only available on the Amazon Appstore. Amazon.com: Prime Instant Video: Appstore for Android

It allows you to stream the movies from your library, but not download them to your phone. Which is a pretty big deal, if you are going to be offline for awhile, like on an airplane.
